I have looked around lightly before, but never really found anything. Is there a service that pays you per impression based on people using your program? Something of that nature?

Do you mean programs like Apps? Android App, iPhone Apps?
If so....there is Admob.....

I've seen that the best way to monetize a C# game is to make a better version of it but PAID. Take plants vs zombies for example. (the windows version)
