Iv made a little money off of DP, so yes probably.

When autopligg was still working I offered a pligg link building service at $25 a pop. Got about 10 orders ($250) which covered the cost of buying the software. Once your thread is buried though you won't get any orders and you can get banned for bumping it or creating a new duplicate thread. Make sure you give away 2 free review copies of your service, I got more orders after my reviews.

earlier it was till the time u cud bump your threads
but now you will hardly get any order because people find your thread till the time its on front page and during that period first few posts will be asking for reviews or useless posts
so ur thread will die due to that

For your first question of is it possible to make money selling services such as manual directory submissions on DP then the answer is yes. How do I know its possible? For more than a year I sold a variety of different services to the members of DP from things like WordPress customization to link building to data entry. If you have at least one example of your previous work then you should at least get 1-3 buyers per thread your create. That is the reason I was so successful with the DP services.
The second question is how do you find out if the links are do follow.... I am not going to give you the answer to this but give you some advice to search the forum / google and your answer will be found.

When you sell services on DP do you do it yourself or you outsource it?

I usually did all the services myself which has made me well rounded with development of websites which helps me in the long run but there where a few times in which I outsourced the work such as when I was already working on a project and didn't feel like writing articles.
Selling services on DP is actually a learning lesson if you make it to be... if you find a client wanting something done which you have not worked with but is in your area of do-ability then research what needs to be done and then offer your services. If they accept your service then research more and work on the project till it is completed 100% correctly. Now you have just added skill to the list of services you can provide.

DP stands for Digital Point.

The higher the itrader the better, but you only need something like 10 posts before you can post in the Buy Sell Trade section. I've successfully sold with 0 itrader points and 10 posts, you just have to offer 2 or 3 review copies upfront, thats how people know they can trust you. Then you'll start getting itraders and do slightly better.
I don't think you'll really need to buy a DP account to be successful selling something on DP.
