As long as these clients are paying him from the money they don't need for their survival, I think it's all good. There is nothing shady about this. This is what consultants get paid for - doing things which the client "believes" he doesn't know or can't do it himself.

A scam in my eyes would be when a broke guy comes to you to learn "how to make money" and you demand money from him to teach him how to make money, for which he must now borrow money from somewhere to read or learn recycled methods that don't work anymore.

You're comparing apples to oranges. Shooting someone with a gun and obtaining money from someone through business are two very different things.
