I was using this mail service when my list still under 30K.
MXroute price is low, but their support is top-notch.Solve any ticket promptly (mostly under 24hours). Unlimited domains.
The cons, you need 3rd party apps/scripts to send bulk mail. Also, they limit 300 outbound emails per hour. Ask them nicely if you want to increase the limit. If the reason is acceptable, you can get the limit up. They strict in email opt-in, so make sure your email contains that shit link.

I only plan on emailing about once per week to my fan base. I don’t need to send more then 1-2 a week which is why I can’t justify $80 per month
I've just had a look and it won't suit as i don't have my own domain.
Is there any platforms that don't require a provide domain/dns so i can just utilise my email list to fans through a free email address?

Don't be cheap. Domain nowadays is cheap if you want to move your fat fingers, so quickly getting many competitive offers from the registrar.
Yes. There is a service that allows you to send mass mail from free email via SMTP relay.
But unfortunately, your main problem is budget-less, so yes, you will not be able to pay for services like that.

You can check out Mailerlite with balanced key features and low pricing, Sendgrid which offers a lot of control and customization options for a relatively small list and Sendy which offers best budget conscious choice with a lot of flexibility and control.
