I'll like to do bulk emailing and I know I need a mail server setup.

Anyone here offering this service? I assume it's one-time payment only for mail server setup with rotating IP address and then I'll only pay for hosting right?

@nkthen13 checkout the first link in my sig. With our SMTP service, you can buy dedicated IP's and build a pool with them to use for sending. This allows you to balance you email load acrros multiple IP's and let IP's that go bad rest. PM me if you have questions! Be happy to help get your setup

If you have a clean list w/ low bounces I would try using shared IP plans. This will almost guarantee that your emails inbox. Dedicated IP's can be flaky at best if you don't have your own management system.
I would also suggest TEARcloud as @BusinessSmack has above. ViceOffers uses TEARcloud for alerting all our affiliates about new offers and our inhouse dating traffic
