Don’t see the funny site, not all can speak English, language is not a Barrier, ones beliefs is. If he believes he did quality work, and you’re happy with it order more, if he’s done bad work explain why he needs to do better
 
Give him a try man. He might proved to be LEGEND. English is not only a THING to judge someone intellectual level. Try other way to Judge him if he fail throw him out from your project. lol
 
Gems like these could be found at almost all freelancing portals. Give him a 5 star. He deserves it.

That's true! I have heard of some chinese programmers like that. They are super skillful ( i mean, I respect anyone who can do assembly language programming. I want to be like them some day.), but they lack the English speaking "skill". However, in this case; "i did computer course" gave it away lol. Anybody who says that must be a noob, probably fresh out of the college/school.
