@ Anthrax - I can't really tell you what it would cost to have someone help you boost your PV's, it depends on what you're willing to pay. Start an ad and post what your budget is.
@ popmania - Sorry to hear that. That's a perfect example of why everyone needs to consider their accounts as disposable. Like we've already talked about, there are a number of things that could have caused it, including how the accounts were created, whether you were clearing cache/cookies and taking the extra step of using proxy/IP changes when logging in, whether the content gives the impression that it wasn't written by a native English speaker etc.
That's one reason I always recommend having a number of accounts setup as backups (even if you aren't submitting to them regularly). Just make sure that you're spreading out the creation of each account by a few days in order to play it safe. That's one reason that so many PVA sellers have a hard time keeping happy customers, and why few people are selling them anymore. If you create too many in a short period of time, it's easy to have them all banned.

You may want to go back and give it a re-read because I do cover what I do for the descriptive overview and subtitle in length. Typically, your first and last paragraph should be where the content that best gives an "overview" of what your article is about, but keep in mind that you can pull from any part of the article for you descriptive overview.
