I am used to windows paintbrush
macbok is new to me
mainly I make meme ,without using any 3rdparty utulity or minimum unutility can u plz help for following in images
1) tiled text watermark
2) putting transparent overlay on another image

how to do
 
Well the preview app in mac is usually enough for marking an image, but for what you are looking to do, there is no default app. I personally use Affinity Photos for these which is pretty cheap and a one time purchase. You could do it with inkscape too and export as png/jpg (you can also do svg if you are editing some vector). Inkscape is free and opensource (but it is a direct competitor to illustrator.. and more suited for vector graphics).
 
On a Mac, you can use Preview for basic image editing. For a tiled text watermark, open your image in Preview, add text, and copy-paste it to create the tile effect. To add a transparent overlay, open both images in Preview, copy the overlay image, then paste it onto the base image and adjust the opacity in the markup toolbar.
