Quality matters a lot while building backlinks. I once shared a site here which had almost zero backlinks but it was targeting certain easy to rank keywords so its traffic was 20K+ per month as per Ahrefs.
Also, there is no need to feel entitled when it comes to traffic. One has to experiment with things a lot to figure out what works and what doesn't.

Having 1.4K backlinks but no traffic can happen if those backlinks come from low-quality or irrelevant websites. Google looks for backlinks from trusted and relevant sites to boost your ranking. Also, if your website's content is not optimized for SEO or the keywords aren't aligned with what users are searching for, you might not see traffic.

I think you might have used irrelevant link profile and check your referring domain it must be high too, use high search volume anchors while building links along with some naked/brand keywords and check your back link profile and remove all irrelevant links.

You can have trillions of backlinks, but if they bring in zero traffic, that's exactly what you'll get – zero results.

If those 1.4K links are from low-authority or spammy sites, they won’t do much for your rankings or traffic.

May be the backlinks are from low-quality sites or irrelevant to your niche. Also, anchors are not relevant to your niche, and there is no use in getting traffic from them. If you are focusing on high-competitive keywords, then backlink numbers do not matter; you need to do some extra work.
Build quality articles on a regular basis, mix up the keywords, and build backlinks from high-quality platforms.

Low traffic could be due to low-quality backlinks, poor content or SEO issues despite having many backlinks.

You can have no backlinks and get traffic, think about it. Backlinks don't matter if they're not quality ones and your content isn't readable/SEO Friendly or your website is new.

From the sound of it, I would assume that most of those links could be from low-quality and/or irrelevant domains. So, to your question, it is possible and something you can see somewhat frequently.
Other issues could be regarding content, on-page and/or penalties.
