Low RPM problem with one page (ad-breaks)

Hello there i'm having a very low RPM with one of my ad-break pages, it seems to me the reason is because that particular page doesn't show pre-rolled or contextual ads, it only shows the ads that appear after at least one minute viewing of the video, does anyone knows how to get this activated, because the difference is huge with my other pages, i leave some screenshoots to illustrate, any suggestions on how to fix this will be greatly appreciated

Page 1. Low RPM
Page 2. Desired RPM

Traffic is the same, content is the same, working method is tha same, category on pages is the same, the only difference i have found is that one described above, if anyone knows how to get this ads enabled please contact me or leave the info here that might help other people with the same issue.
