Low percentage of proxy servers work

I'm completely new to using proxies, I signed up to webshare.io on the free plan to try them out with scrapebox. Only 1\10 actually worked on scraping Google, is this normal for shared proxies or have I just been unlucky?

You get what you pay for. People spend a ton of money on 4G and high quality residential proxies, I doubt you'll have much luck scraping google with free webshare. Try testing with some decent residential proxies to diagnose the problem correctly.

I have absolutely no issue in paying and fully expect to pay. What I don't want to do is pay for something that won't do the job, which it seems the 10 provided by webshare proves shared proxies are no good for scraping Google? So the next step seems to be private but based on your comment, Residential would be better? MMP don't seem to sell them and their dedicated option seems focused on pokemon, sneaker tickets so is private the way to go after all? webshare do sell them but are they suitable or overkill?

The free proxies are unstable, get overused and banned real quick if the nb already hasn't been

No. Perhaps one proxy works but it will burn after some requests.
You will probably end up cheaper, using a service like dataforseo (a regular SERP Requests costs $0.0006) or any other api driven service wich is allready specialized in scraping Serps.
