Low impressions but almost 100% search impression share

Hi guys,

I have a greyhat product running on Google Search with cloaking. Keywords have combined 8-10k Search volume monthly based on Keyword planner.

Now I only get like a 100 impressions per day on these keywords combined(!) with over 85% search impression share.

How can this be? All keywords are "active/eligible". Ads are active.

Any ideas?

sometimes google don't suspend the account when they notice anything not acceptable. change the landing page and create new ad with same set of info
