Why not follow people who're following the account itself?
When you go into an account's followers,it shows you the most recent ones who've followed the account i.e just active. So it's better to follow them and you'll have a better follow-back rate.

Yeah i thought about that , but maybe this page is using a follow app so their followers are not really interested in the page they just followed to get a follow back , and most likely those are the people which unfollow you anyways 2 days later

Look into finding people that have roughly 15k-50k in your Niche and their account is growing nicely. Then mass follow their followers. Hopefully it'll go up to around a 60% follow back rate.

Yes, minimum you need 20 excellent posts, a non creepy profile pic, and a catchy bio that doesn't scream scam artist. Warm up the account SLOWLY, IG bans people very easily these days. It may take a week to get 100 followers, 1-2 months to get 1000 followers. Growth happens exponentially. Once you get to 5K, you may be getting +150 or more a day a day growth easily

Go for smaller accounts below 200~ followers , and avoid the ones that have tags like #follow4follow and such, they are usually verry LQ. my tip!

Good/fresh content is always important. That should be in place before you even worry about getting your first follower.
