I doubt the same, he might built the site in a different niche from the old one.

Recently many sites are effected by the same reason.
 
Check Content: Is your content high quality and informative? Update if needed
Re-index on Google Search Console: Tell Google to crawl your site again
Hold off on 301 redirects: This is for moving sites, not fixing indexing
