You might want to look at CPAlead, Adsterra Smartlink, CrakRevenue, or ClickDealer depending on your traffic sources and GEOs. I've seen some publishers move away from LosPollos for the same reasons you mentioned, mainly payout methods and thresholds.
That said, I'd focus less on the network name and more on EPC, approval rates, and payment reliability. A lower payout threshold is nice, but it doesn't help much if the offers don't convert.
What GEOs and traffic sources are you working with? That will probably narrow down the best alternatives pretty quickly.

Networks like MyLead ($20 minimum), Mobidea ($50 minimum), and Cpamatica ($50 minimum) are great alternatives that fully support PayPal and offer much lower payout thresholds for publishers. Just be sure to split-test your traffic across them to see which SmartLink yields the best EPC for your specific setup.
