Heyall

I've been seeing a rise in loot box websites offering both physical and non-physical things in a "luck" based random chance system. Is there any particular guidelines that you would have to adhere to to start one up? Say, legal reqs of gambling in certain areas, hosting providers, domain providers, google themselves ect. ect. ect. Cause the last thing I want to do is to be running a gambling ring and get my ass handed to me for it.

It will depend on the gambling laws in your country, in the UK there are very strict laws. Contact your trade body in your country

Are the content of the websites themselves subject to local law or just the whole website itself, E.g. Say could they could tell me to remove a page showing state secrets or will they just block the domain?
 
The is a very competitive area. There is a plus – the loot boxes which do not fall under the legislation of many countries, because it is not a physical object or money.
 
Offshore host is your best bet. I dont care about Google. Plus this niche require some heavy work for SEO and promotion.
