Looks like Facebook has been hacked?

No, more than likely it'll be a bug in their backend that somebody accidentally deployed since it seems to be a global issue and affecting all their services (Instagram included). What's likely happening is that, without the backend available, they are unable to authenticate and authorize requests; thus, you get logged out.

Yes, it seems global and the case for Instagram too..

I literally deleted my IG app because I thought I was having a cache issue lol

You can try to use proxy on each account to see if it can reverse for your use.
 
FB will upgrade meta shop in the near future. The recent incident was created by FB. There was no hacking at all. There will be many surprises in the near future
