have any payment gateway who can protest refund and chargeback. we can collect sales unlimited but if suppliers can't ship product or somehow miss to delivery a product. in that case customer can't refund payment or chargeback. have anyone can given like this solution.

Why on earth would you be afraid of chargeback if a product can't be shipped or missed shipping? You can simply issue a refund in either case.
Mate, you are charging a person for either a product or a service you are selling to them and if you are not able to fulfill it then you shouldn't keep that money, however, if you still want to which also called "scam" then you better use the payment methods like other people are using now a days "Western Union, Money Gram, BTC, iTunes or any other gift card like Walmart, Target etc..."
