I own part of a software company. What kinds of questions do you have? What type of software company are you looking to start? Are you looking to do packaged product development or are you looking to be a project based offshore development services firm? You can't answer the question of how many dev teams, project managers, etc. until you know how you are going to market yourself and what kind of sales pipeline you can build. What kind of software platform, PHP, ASP.NET, C#, VB.NET, C++, objective c / iOS development?
ahiddenman's advice is probably the best route until you figure out a business plan. Get your sales and marketing in order and let that dictate what resources you need and scale as your sales scale.
There are probably 5,000 different ways to structure something depending on how big you want to be, how much capital you have to invest, what kind of existing contacts you have, how much experience you have managing software projects, etc. You need to figure out how you are going to differentiate yourself and how you are going to bring in business. You'll be competing against a ton of other firms in India, Russia, Ukraine, Phillippines, etc. There are firms that are set up to specialize in product development through the entire lifecycle, regulated software development for pharma/SOX/etc., etc. etc. The big guys have global sales offices in target countries so they can go on sales calls and get the business to then send back home. In lieu of that you can try to partner with some existing firms and get them to sub out work to you. I don't do this, but there are many firms that do. If you have friends or family already in the US, Europe, Canada, maybe they can help make contacts for you.
