Looking to host a forum for a MMORPG

I need suggestions.. I want to keep the price very low but good amount of storage as the site will have many pictures stored (guides, tutorials etc). Besides the forum on the games actual website (which no one really uses because it is a pain and has problems) this forum will be only one available for the game... the previous forum that was running for the game had probably over 1000 users (not all active by any means). I would expect this forum to be able to handle at max 50 users on at any one given time.
