Looking to hire someone that could do this

I want to drive traffic to cpa offers by using a sweepstake/contest format, however, i ned something that will allow for me to keep track of who completes what offers and how many so that I can properly award the winner with the prize/money. How can this be done? And, if you think that you can help me pm me so that we can discuss this further.

Simply make them register and log-in, then track the offers they participate in using cookies etc :/
