Looking to hire a programmer

I am looking to hire someone with experience in development that can build a site similar to https://clipsreel.io/ but a little different. I can explain more if you are interested (will pay for the project). I dont exactly need everything on the site above but it is a similar build to what i want to achieve. (use pre existing content to build a video with additional features like utilising the images brought through from the content and have an option for a pre recorded video to be uploaded into the generating video explaining things etc).

If you have a look at the site and the videos and get a grasp of the SAAS - could you let me know if you can build this - prefer it to be web based like the above but a couple other things to change to the above. Any questions let me know
