Looking to hire a good google Local SEO freelancer

I have a several businesses that i would like to hire someone to do LOCAL SEO for. I would like to get into the 10box for my industries key words, and obviously is possible a 1box.

Please respond with rates, turn around time, and success rates. If anyone has experience working sites focused on NYC that is a plus. If you have success in optimizing for the nightclub industry that is a plus as well. Thank you.
