You need to find an agency which works with Telegram directly to do so, as this way, the first deposit will be significantly lower, that working with TG direcly.

Join russian fb crypto groups. One more way to reach russian audience is to advertise on russian traffic websites. It will give you diverse audience but difficult to find specific niche relevant traffic.

Personally, I know 3: eLama and Magnetto, we work with the latter, and they're quite good, though we use their services only for top-ups and moderation speed-up
Elama is bigger, they have more proficient analytics tools etc, but there are some downsides depending on what topic you are advertising. I believe there is an option to request a demo from both, where they ll explain everything.
And there is a option of crypto top-ups at Magnetto if that matters

VK may work, there are planty of account, but moeration there may be a pain
Besides, they s for a VAT number (even personal one) to run ads, so TG may be a better option anyways
And, there are forums as well
