Looking to create my own proxies? Need pointers

I am looking to install several dsl lines in different locations.

I then want to proxy those to myself only.

How do I create a private proxy that i can than access via secure login method?

And how would i set the machine to reset the Ip automatically on the other end?

Hmmm.. i know there must be a way.. I just don't know it

I was going to post a similar question, but wanted to know if I could setup unused IP addresses on my dedicated server to act as proxies? Its a dedicated Hostgator server with about 5 unused ip's. Would it pose an unwarranted risk to the server or my account? I only need it to for scrapebox and cuterank scraping.
