You can't buy active real followers. Or not very easily. There is a service in the market place that sells tweets on big accounts though, you could look at that.

Not sure if it's exactly what you're looking for but there is one service called wpsocialexplosion where you can essentially borrow followers so to speak. Their twitter accounts are old and they automate posting via their plugin when ever you post on your blog.

Well, I do provide a tool to grab real and active follower, retweet, favs and so forth.
But still, it does need efforts to start with.
