Looking for YouTube like website using Wordpress/other CMS framework

I currently have a self hosted Wordpress website. I would like to have a YouTube like website where users can sign up and UPLOAD their videos for others to view, rate and comment. Does such plugin exist for Wordpress? Essentially I want a "basic" website just like YouTube. I do not want to auto embed videos off YouTube, which a lot of the YouTube clone websites offer (e.g., TubePress If you are a web developer and would like to work with me, please let me know.
