Looking for White Hat SEO

Hello,
I am looking for a freelancer that is interested in a potential job that will be paid on a monthly basis.
This is for improving the ranking of a single Keyword (to start) from 4th position in Google.ca to 1st position in Google.ca as well as improving the same keyword's presence in Google.com from the 8th page to the first page.
My budget is currently around $100 a month, but I am open to negotiations if the results follow.

You're likely to get few offers at that low rate for a white hat SEO geared towards guaranteeing a specific and sustained level of placement, especially for existing keywords sight unseen. I am not looking for a guarantee as I know with all SEO there is no way to promise a #1 ranking. All I can do is work to get it higher

Do you mean they current keyword is standing on 4th page or 4th position on the first page?. If it is only 1 keyword then maybe we can do something about it.
