no offense buddy but with budget of $50 it will be impossible to get a seo service especially whitehat. i will recon you should save that $50 aswell and may be invest later on. or worst case scenario you will be buying some shitty link or getting scammed by someone.

Even for "one single low competetive keyword" your budget is very low for what you're asking for "whitehat"
