I am looking to get a site for a potential client higher in the standings of both google.ca and google.com

The site I am looking to improve is currently at ranking #4 in Canada for the term she is looking to achieve #1 on.
In the USA she is off the charts on page 8. However, she wants to focus on Canada (being a Canadian Association).
I am looking to team up with an expert in the field that will work with me on a monthly basis to get the site ranking in the #1 spot.

Falrish - odds are that posting in this section is not going to get you the people that would be interested in serving you for a single KW website. Perhaps you would be better off opening a thread in the Hire a Freelancer section (http://www.blackhatworld.com/blackhat-seo/f76-hire-freelancer/) or looking through the marketplace (http://www.blackhatworld.com/blackhat-seo/f73-marketplace/) and see if you have better luck there.

If you are looking to not hire, but rather work as a partner in this with someone then you want to choose the Joint Venture section (http://www.blackhatworld.com/blackhat-seo/f65-joint-ventures/).

First of all, this is the wrong section, go to hire a freelancer section if you want to hire someone, buying/selling is not allowed in this section.

And second of all, no "SEO Expert" goes around the forum looking for freelance jobs, check the marketplace, you might find someone worthy, but "SEO Experts" are mostly not hanging around on Skype wasting their time.
 
Yes, posting on hire freelancer section or even joint venture section as you are looking to partner up with someone, may get you better responses.
