Looking for webbased site or tool, that could send sms's to a phone number!

-I apologize in advance for probably not very good grammar.
-I'm looking for an option to send sms from a computer or laptop to a phone number. The idea is , besides text, to be able to attach a link/url's in the sms itself. I'm NOT looking for a spam service to bombard a phone or spam it, but just an option to send 1-2-3 messages a day to some phone number for example ( We're talking in Europe country ).
- I have tried a lot of tools it github tools , but they are all apparently based on TextBEL api, which hasn't worked for months and there is nothing that functions properly. I'm looking for something webbased like a website or some tool that will work for me. I am NOT looking for paid services as I don't want to do spam, just the ability to send even 1 message. Thanks.

google voice & textnow are free and can handle that. if you're looking for a scheduling solution probably will be out of scope. fine for manual.

Google voice don't work for me , have tried many times in a monht's with a different gmail's account with number's without succes, maybe for Eurepo don't work ? About TextNow, if I understand correct, it should be download to a phone, which I don't want to do. I want to send sms's from computer/laptop , not from smartphone!
