Looking for Web Designer to answer questions

I am looking for a web designer who is very competent in css, php, and javascript who will be able to answer very specific questions that my employees and I have relating to web design. I will pay $10/hour (for the time spent helping) for someone who is competent and available on skype. Opportunities to help us with other projects to earn additional income will be available to qualified applicants who are interested.
