looking for valid ionos.de account

we need an verified ionos.de account that we can use to get a vps and domain, my country is banned i cannot create the account myself

One needs to be personally registered for that, so would carry all the legal liability for you. In good old German "das kann auch strafrechtliche Konsequenz haben"
I dont see why someone would want to take that risk.
You'd probably be better off with offshore providers
