Looking for US Link Builder for my SEO Agency

My agency is looking for a link builder from the US or any other english speaking country.
Basically, I am tired of dealing with link builders who cannot speak english and cannot understand my instructions.
Also, I am looking for someone who can spell, use proper grammar, etc when placing blog comments, writing social bookmarks, etc.

The current link builder is getting $6.50 per hour so its not a bad gig. We have about 40 clients so I am looking for multiple people.
The problem we are having with the current link builder is that none of the links are valid and they are not high quality in the sense that the copy is poorly written and the links are not from relevant sites.
