I'm looking for a unique service and not sure where to look.

Someone posts in a facebook recommending a painter and an alert is received. They get a comment recommending a certain painter and then 3 more comments after affirming the recommendation.

Is there anything like this?

Not that I know of as a ready-made service. You’d likely need a custom setup using Facebook’s API or tools like Zapier to track keywords and trigger alerts when certain posts or comments appear.
 
Sounds like a form of “social proof automation” . I’ve seen a few tools and services that do the same thing for reviews/feedback, but I’ve never seen anyone implement the “post – alert – series of confirmation comments” method you described. Do you want to use it for community seeding or for internal sales? If your purpose is clearer, it’ll be easier to suggest the right solution
 
I haven’t seen an exact service like that, but there are social listening and automation tools that can notify you when certain keywords or recommendations appear on Facebook.

you can find them by posting on WTB section or Hire a Freelancer. Just be careful with your money
