TweetDemon or otherwise known as Tweet Marketing Robot. It is a clone of the old TweetAttacks and it works great for this. A little pricey, but with 60k accounts you should be able to make your money back quickly.

I use Sublime Twitter Bot, but like the others said.. Tweet Demon is pretty popular.
