Looking for twitter basics..

I recently just started using Twitter. Does anyone know where I can find instructions on how I can tweet to targeted people automatically?

I run a service business in a particular geographic area. How do I find twitter users in that area and autotweet at them?

I'm not sure how to find users in needed area but I'm sure that

O.k. thank you. It just seems like a no brainer if I can find geotargeted areas.

Find the @'s and tweet at them a catchy ip phrase that also advertises my business. Rinse repeat. I imagine Twitter shuts you down if and when you get complains but.. it's not like they charge to set up new accounts and I have 50+ domains with unlimited emails to each.

Obviously I don;t know shit tons about twitter so can anyone else find a hole in this plan aside from the difficulty of finding geotargeted twitterers?
