Looking for Tier 2 and Tier 3 Service

Hi,
I got a couple of projects that need Tier2 and Tier3 Links.
Tier 1 is placed manually and with very high quality content.
What I am looking is a provider that is trustworthy and creates Links to my properties.
Is there any service that you would point to your PBN?
I am not sure about giving anyone the links, but I definately need links to a few web2.0s.

The marketplace is full of tier 2/3 services

Do it yourself using something like FCS Networker - it's relatively cheap and easy to use and you wouldn't have to compromise the secrecy of your PBN by revealing it to anyone else (especially people who are members of a black hat SEO forum and who might steal your niches or worse).

That's not to say that I haven't ever used services from the marketplace for tier 2/3 but I'd only do so with experimental projects that I am prepared to lose.
