You can set this up yourself and save the expense of outsourcing.

Buy a few gigs off fiver for likes/views/tweets/+1s etc and set up some US only microworkers campaigns for the actual comments.

You should be able to create a nice artificial social buzz around your site for under $100. You're welcome
