It depends on if you want the software to be computer or cloud based in my opinion. As I previously said in many topics, I personally think that GMT2 does its job for free for the moment and has got tons of features.

Yes, we have a custom task called "Delay", which you can add whenever you want, between which tasks you want. Fully controllable by user.

Yes, it is (while it's in beta). I'm currently having some issues with Spintax code for the comments, but apart from that, I've found it very useful and full of functionalities that you may like. Take a look on it, just search for Gram Multitool and open the most recend thread by JJJackson (If you don't find it, I can tell you the link though).
