Looking for something cheap and effective to change my IP address

Firstly this is primarily for PayPal. I need to create an Australian Paypal pretty fast, but stuck on the IP address part. I've heard many that say to stay away from VPN, so I've been looking for VPS and there pretty expensive, I mean most of the features will not be used apart from utilising the different IP. So any help would be very much appreciated. I know I can get a dongle, but I would like to create the account... now..

Do you plan on using this Paypal account long term? If not then I'd say just get an elite proxy and use that. The only problem of course is that if you plan on keeping this account chances are that proxy will die at some time. You can look around the marketplace here and see, might be able to find someone with some private or even shared proxies out of AU that you could use. Those wouldn't die on you, and actually they'd probably be good as long as you paid the subscription.
