Looking for someone who can create Google Play dev accounts in bulk

I need many Google Play accounts. Looking for a person who can create new accs permanently, all the time.

I will pay for each APPROVED account instantly, paypal or other options.
Each new account has to:
- be created from a different credit card
- be created from a different IP / proxy / socks

Gmail accounts should not be connected to any phone or e-mail addresses (it should not be possible to restore access).

Amounts are agreeable and depends on how many accounts you can register

Anyway, it's a way more than $25 you spend.
