Looking for someone who can create a skybox $$

We're looking for someone that has experience with creating sky-boxes, as we're looking for a Skybox that would have the view of a city (Namely: Rio De Janero) where the buildings are below and the sky is above.

We want our users the be able to look down on the buildings, in a full 360 degree, see the sky, etc.

(You must teach our graphics designer how to do this properly, he has plenty of photo-shop experience, this may increase the price a little, but we can handle it).
