Looking for someone to setup my VPS for mailing

I'm opening a new thread because I put the requirements slightly wrong in my last thread.

I'm looking for a freelancer to configure my windows VPS for bulk mailing. Will be sending 20k-30k mails/hour. I need the VPS configured with/for:

- SMTP
- RDNS
- SPF
- IP Rotation
- Name Servers

And anything else that is required for bulk mailing with maximum inboxing possible with this kind of setup.

My maximum budget is $200.

hi just wondering if anyone is still available to help set this up?
would be using aws to help send out the emails, but i would like someone with expertise and experience in the bulk mailing world to give me their 2 cents and technical expertise.

I've tried AWS months ago and got no conversions whatsover. It was just a trial run for a month to see if I get better results from my dedicated servers. Although AWS is cheaper, heck I'm staying with my deds and vps accounts since getting 5% to sometimes 10% conversion rate.
