Looking for someone to send Cold Emails from a List

We are looking for a marketing professional that has the ability and skill to send cold emails out legally on our behalf from an email list we would provide. We are looking to market towards past customers (5-8-year-old ex-customers), and previous leads. We are looking to send out roughly 10,000 emails, perhaps more or less.
