Looking for someone to help with reverse marketing

Hey, I have a program that I do, in which one of my competitors sites has been disallowed by the network. So I'm looking for someone who can scrape email addresses of people who work with that system and let them know that an alternate system is around. So I basically need to scrape associated email addresses and to then do an email blast.

What network are we talking about. Would give me a better understanding of what will be necessary to meet your needs.
