looking for someone to develop an app for android

Hi all,

I've searched high and low on places like e-lance for a good app developer. Im looking for a developer who is fluent in english (important in order to be able to get points across) and who has experience in creating apps which serve a function, i.e not games.

The prices i've been quoted vary hugely so I dont have a general idea of how much this would cost (or rather, what the appropriate amount would be). I'm more than willing to pay a fair price as long as the work done is of high quality. There are too many inexperienced developers on e-lance who don't even speak English fluently enough to be able to accurately and properly do the job.

Also, ive been told that all the buttons, symbols and graphics for the app are NOT created by the developer and I would need these to be readily designed so that the developer could implement them. Could someone clarify if this is true?
