Looking for someone for personal branding

Hi,

for a friend of mine who got an article against him that made severe publications of national website, I'm looking for someone who can make the first page clean.
We have many contents created (4 domains to his name, EN wikipedia page, IMDB etc.) but the content on french google is not best SEOed that the bad content.

We have a low budget for this, around 100-200€.

We can create content and many contents (photo, video, written), that's our jobs.

it is low yes;
is it google.fr or .com, French or English content, just out of curiosity.
