looking for services like neobookmarking for edu/gov sites?

i'm looking for a service that would spin an article with supplied keywords and publish it in .gov .edu websites or maybe just to .gov .edu forums (without article just link in about me page sorta thing).

does anyone know of a service that fits this category? thanks.
