Heres what I would do.

1. Get yourself a really good content writer, not the shitty spam/spun content writers that produce boring crap, but native writers who can produce really interesting linkbait for your site, stuff that people actually want to read and link to.

2. Setup and use the social networks, link to your good content in point one and socially promote your offers, news, blog content, industry news, research...again, stuff that people want to see and read.

3. Use services by HoistSEO, Jstover77, Cash202 and Linkpushing to build some links to your great content in point 1.

thats it, if you do this you will rank well. It may cost a bit more but this method has longevity, quality content and some great varied link builders working for you.

I reckon this method would cost you around $750 - $1000 per month.
